A building permit in Abu Dhabi — from project registration to permit issuance

In Abu Dhabi the building permit is not where the process starts. It is where a long chain of approvals finally lands. Before a file reaches the Request a Building Permit service on TAMM, it has already been through project registration, site approval and clearance, and a run of preparatory and preliminary approvals, each one a standalone submission to its own entity. The Department of Municipalities and Transport states in its Building Permit Services Procedures Guide that this application is made by the design consultant only, and only after project opening has been approved, the site approved, and the preparatory approvals and whatever else the design needs have been obtained. The owner does not appear in the applicant field of any building-permit licensing service in the guide; the system notifies the owner when the permit is issued. That gap is what we cover: an engineering team that prepares the drawings and attachments, routes each approval to the entity that owns it, and follows every request through its stage until the permit is issued — inside the official route the authority publishes.

Issuing authority

DMT — Department of Municipalities and Transport (Abu Dhabi Municipality) · TAMM

The competent authority for building permits in the emirate is the Department of Municipalities and Transport (DMT); Abu Dhabi Municipality is the name in common use for it. DMT’s guide places the municipalities — Abu Dhabi, Al Ain and Al Dhafra — beneath the Department, each running the licensing services in its own area. DMT is named as the providing entity on both the Request a Building Permit and the Building Permit Issuance service pages, while TAMM is the unified government platform through which the application is submitted and tracked. The Building Permit Services Procedures Guide is the reference that fixes, for each service, its definition, its permitted applicant and its final output. The guide states that it is an approved legal reference resting on Building Law No. 4 of 1983, its amendments and its unified executive regulation. APPROVAL is a service of Royal Luxury Construction LLC. It acts on the client’s behalf within that route. It is not a government body and is not affiliated with one.

The steps, in order

  1. 01

    Register the project

The first thing opened in the system is not the permit, it is the project. DMT names the applicant for a building project registration request as the design consultant only, and the request is classified by type: a new building on an empty plot, a new separate building on a plot that already holds one, a horizontal or vertical expansion, or internal and external modifications without additions. We settle that classification at the outset, because the guide gives each type its own sub-service and its own request-number format.

  2. 02

    Site approval and clearance

Next comes the site approval and clearance request, which covers clearance of the site from infrastructure services, service availability on the plot, and buffer-zone setback approvals. The guide allows it to be filed by either consultant — design or supervision — or by the contractor. Where an entity attaches a condition to that approval, DMT publishes a dedicated service for satisfying it, and we are the ones who file and chase it.

  3. 03

    Preparatory and preliminary approvals

Before the permit come the preparatory and preliminary approvals — not one approval but several. The guide enumerates twenty-one of them, each with its own entity and its own track. Among them: Abu Dhabi Civil Defence Authority, electricity, water, etisalat, ADNOC, the Environment Agency, the traffic study, the Department of Culture and Tourism, the airport and Estidama, alongside architectural drawings approval and structural drawings approval. Which of them apply depends on the project and its location. We build each entity’s attachment set separately and close out its comments in the project’s name.

  4. 04

    File the building permit application

Only now does the building permit application itself open. DMT defines it as approving the request by reviewing the requirements and auditing the engineering drawings prepared by the designer consultant and submitted to the municipality, to check that they comply with the applicable laws and regulations. In the workflow the system distributes the request to the entities according to the business rules, each entity’s representative reviews it and matches the attachments against those rules, and a final auditor closes the review.

  5. 05

Assign the contractor, then issue the permit

Once the permit application is approved, the design consultant files the request to assign the contractor and the supervision consultant. Then comes a wholly separate TAMM service, Building Permit Issuance, which the platform defines as requesting the issuance of a building permit after receiving the necessary approvals from the relevant entities. On issuance, the system notifies the owner, the contractor and the consultant that the permit has been issued.

  6. 06

    The work start notice

The permit on its own does not open the site. The contractor submits the work start notice; the supervision consultant reviews it with the option to accept or reject, and a reason is mandatory on rejection; the transaction then moves to the municipality with the same option. The guide states that no inspection of any kind, no completion certificate and no works-completion request can be filed without an approved notice in place. That is where the inspection stage begins.

Documents required

  • Approved construction plans
  • Architectural layout plan
  • Architectural Plans for the Property
  • Charts and drawings
  • Electricity scheme
  • Location map including site boundaries and dimensions
  • A note on the list: these are the documents TAMM names on the service page, while DMT refers the attachment detail to an annex, per sub-service — so what is asked for varies with the project

Requirements vary by project type and plot. Send us your file and we will confirm what yours needs.

Why applications get rejected

Treating two separate services as one: Request a Building Permit, which DMT defines as reviewing the requirements and auditing the drawings, and Building Permit Issuance, which comes after the approvals.
Know which of the two stages you are in before opening anything. The guide places them in different stages, not in one service under two names.
Filing before the prerequisites are closed. The guide states the service is requested after project opening has been approved, the site approved, and the preparatory approvals obtained.
Close the approval chain first, and treat each approval as a standalone request with its own entity and its own attachments.
Filing in a capacity the guide does not allow. The applicant for the building permit request is the design consultant only, and the work start notice is filed by the contractor and approved by the supervision consultant.
Match the filer’s capacity to the service. Every service in the guide carries an applicant field naming who may file it.
Attachments that do not match the business rules. In the building permit workflow the entity representative reviews the request and matches the attachments against those rules, and the attachment detail sits in a separate annex, per sub-service.
Build the attachment set around the specific sub-service — empty plot, separate building, expansion or modifications — not around a generic list.
A design that departs from the requirements with no route to carry it. DMT publishes a variance request service for exceptional cases that do not meet the requirements of the executive regulation, the Building Code or the Planning Code.
If the design carries a known departure from the code, identify it early and take it through its published route.

Common questions

Can an owner file the building permit application themselves?

No. DMT’s guide names the applicant for the building permit request as the design consultant only, and the owner does not appear in the applicant field of any building-permit licensing service in the guide.

What is the difference between Request a Building Permit and Building Permit Issuance?

They are two TAMM services in two different stages: the first approves the application by reviewing the requirements and auditing the drawings, the second issues the permit once the necessary approvals from the relevant entities are in.

Is the Department of Municipalities and Transport the same as Abu Dhabi Municipality?

The authority published on TAMM for building permit services is the Department of Municipalities and Transport; Abu Dhabi Municipality is the name in common use for it. DMT’s guide places the municipalities — Abu Dhabi, Al Ain and Al Dhafra — beneath the Department, each running the services in its own area. In practice: look the service up under the Department’s name, and do not open two files.

Can a permit be changed once it is approved?

Yes, through the Change an Approved Building Permit service. The guide defines it as amending the permit drawings after the permit application has been approved, before the completion certificate is issued and before the validity period ends. Its applicant is the design consultant only.

Can work start as soon as the permit is issued?

The guide states that no inspection of any kind, no completion certificate and no works-completion request may be filed without an approved work start notice in place.

What if the design does not meet one of the code requirements?

DMT publishes a variance request service. It puts the case to the executive directors of the city planning and licensing sector at each municipality, to approve exceptional cases that do not meet the requirements of the executive regulation, the Building Code or the Planning Code.
