A demolition permit in Abu Dhabi — from utility disconnection to the deposit refund

In Abu Dhabi, demolition is a licence in its own right, not a clause inside a building permit. The Department of Municipalities and Transport appears on the Issuing Demolition Permit page on TAMM as the entity providing the service, and the platform defines it as applying for a permit to carry out total demolition of the building or partial demolition of it. The Building Permit Services Procedures Guide separates the two cases: all the buildings on the plot, or one of the detached buildings. The owner does not file it: the Building Permit Services Procedures Guide puts the contractor in the applicant field, its work steps name the specialised demolition contractor, and the system notifies the owner and the contractor once the permit is issued. More important still, the file moves in two stages: a first stage the system distributes to the reviewing entities, then a second stage the contractor opens by attaching the insurance document and the utility disconnection requests. Where the demolition clears the way for a new build, DMT marks the project number with the letter D for demolition of an existing building plus new construction, while project registration is reserved to the design consultant. This page sets out both stages, what has to be ready before them, and how the file is closed.

Issuing authority

DMT — Department of Municipalities and Transport (Abu Dhabi Municipality) · TAMM

The competent authority is the Department of Municipalities and Transport (DMT); Abu Dhabi Municipality is the name in common use for it. Abu Dhabi City Municipality, Al Ain City Municipality and Al Dhafra Region Municipality all sit under the Department, each running the licensing services in its own area; this page covers Abu Dhabi alone. DMT is named as the providing entity on the Issuing Demolition Permit service page, while TAMM is the government platform through which the application is filed after signing in with digital identity. The Building Permit Services Procedures Guide fixes, for each service, its definition, its permitted applicant and its final output — here, a demolition permit. APPROVAL is a service of Royal Luxury Construction LLC. It acts on the client’s behalf within that route. It is not a government body and is not affiliated with one.

The steps, in order

  1. 01

Before filing: standing, and which demolition this is

We start by settling the applicant’s standing: the guide puts the contractor in the applicant field for the demolition permit, and the published environment, health and safety requirements call for that contractor’s Department of Economic Development licence to carry the demolition activity. Then the type of request: total demolition of all buildings on the plot, or partial demolition of one of the detached buildings. We check the licence, the activity and the plot data before the application is opened.

  2. 02

Stage one: the plot and the building data

The contractor selects the plot, enters the building data and attaches the documents the business rules call for. The system then distributes the request to the required entities, and each may approve it, reject it or return it for amendment. Once the approvals for this stage are complete the request goes back to the contractor to open stage two. We assemble the attachments and answer the reviewers’ comments entity by entity until the stage closes.

  3. 03

Stage two: the insurance document and the disconnections

Stage two opens with the insurance document and the utility disconnection requests. The TAMM service names proof of a request to cut electricity and water, the National Central Cooling Company service, the monitoring and control service and LPG, alongside a clearance letter to disconnect the telecom lines at etisalat and at du. What is asked for is proof that the request was made, which means it has to be opened before it can be attached — so we start these early. Once the stage-two approvals are complete the request returns to the contractor for payment, and the system then issues the permit and notifies the owner and the contractor.

  4. 04

    The safety and waste file

Demolition permits carry environment, health and safety requirements that Abu Dhabi City Municipality publishes on DMT’s site: a demolition method statement, third-party inspection certificates for the demolition equipment and third-party competency certificates for its operators, a third-party structural engineering study of the building where excavators or plant will work from the top of it, a procedure for handling asbestos-containing materials or proof the building is free of them, and a pest control contract plus a contract for the disposal and transport of demolition waste, each of them with a company approved by the Abu Dhabi Waste Management Centre (Tadweer). Abu Dhabi City Municipality publishes what it checks for on demolition sites in its inspection campaigns, among it securing the site properly so material cannot fall on neighbouring buildings or passers-by.

  5. 05

After demolition: notice, inspection, then the deposit

The work commencement notice for demolition works is filed by the contractor and passes straight to the municipality, and the guide states that no inspection, completion certificate or end-of-works request can be filed without an approved notice. When the works finish, the end-of-works and site-vacating inspection is requested. TAMM publishes a Vacant Plot Certificate service, requested by the owner of the plot, recording that the site is vacant and free of buildings. We file the insurance deposit refund as part of closing the file.

Documents required

  • The insurance document, submitted within the second stage of the application
  • Disconnection requests: proof of a request to cut electricity, water, central cooling, the monitoring and control service and LPG, for demolition purposes
  • A clearance letter to disconnect the telecom lines at etisalat and at du
  • A valid commercial licence from Abu Dhabi’s Department of Economic Development, held by the demolition contractor and carrying the demolition activity
  • The demolition method statement, with third-party certificates for the equipment and for the competency of its operators
  • A pest control contract and a contract for the disposal and transport of demolition waste, each with a company approved by the Abu Dhabi Waste Management Centre (Tadweer), plus the project waste management plan on Tadweer’s form
  • Proof the building is free of asbestos-containing materials, or the procedure for handling them
  • The plot plan, the land handover record and the letter of appointment, plus a letter from the mortgagee where the plot is mortgaged
  • An approval certificate and an approved existing-buildings conformity drawing — both in the required documents on the TAMM service page

TAMM also names documents that depend on the type of case, so the list changes with the building and the demolition method and is not a closed one. Send us the plot number, the building type and the intended method and we will confirm what your case needs.

Why applications get rejected

The application is opened by a party without standing
The applicant field for the demolition permit belongs to the contractor, and the work steps name the specialised demolition contractor. We check the licence, the activity and the standing of whoever will open the request before anything enters the system, and we act for the owner alongside the contractor.
The disconnection requests are started late
Stage two opens with the insurance document and the disconnection requests, and what the service asks for is proof that a disconnection request has been opened for each service running to the building. We open them in parallel with stage-one preparation instead of starting them once it is complete.
The demolition-specific requirements are treated as paperwork to catch up on
The environment, health and safety requirements published for demolition permits are not a formality: every item in them is issued by a third party and takes its own time outside your file. We start them when the project opens, not when they are asked for.
The demolition is handled in isolation from the new build
DMT marks the project number with the letter D where the project is demolition of an existing building plus new construction, and it restricts project registration to the design consultant. We line the demolition file up with project registration from the outset, rather than running two tracks for what DMT numbers as one project.

Common questions

As the owner, can I file the demolition permit myself?

The Building Permit Services Procedures Guide puts the contractor in the applicant field for the demolition permit, its work steps name the specialised demolition contractor, and the system notifies the owner and the contractor when the permit is issued. The owner’s role in this service is not to file it. We act on your behalf: we prepare the file and the attachments and run both stages with the contractor through to issuance.

I am demolishing in order to rebuild — are these two separate files?

The demolition permit is a standalone service with its own application and its own output, but DMT marks the project number with the letter D where the project is demolition of an existing building plus new construction. So we set the two up together.

When is the deposit refunded, and who files for it?

The insurance deposit refund is a separate DMT service on TAMM. Its published condition is that the customer has completed a prior service that included a deposit, and the service asks for an IBAN, a to-whom-it-may-concern certificate and the financial receipt. Who files it where the contractor paid the fees is not settled by anything published, so we fix that with whoever paid before the request goes in. We file it as part of closing the file.
