Certificate of Conformity in Abu Dhabi

Certificate of Conformity is not the name of one document in Abu Dhabi, and that is where most of the wasted time goes. If an authority is asking you for a document for an existing commercial establishment, the one meant is the Certificate of Compliance with Preventive Safety Requirements — the certificate Abu Dhabi Civil Defence Authority issues to establishments classified low-risk (A), medium-risk (B) or high-risk (C) once the requirements are met, tied to a commercial licence from the Department of Economic Development. The Certificate of Conformity for Individual Services issued by the Abu Dhabi Quality and Conformity Council is a different thing entirely — it certifies a person to practise a profession or a craft, and has nothing to do with a building or an establishment. This page is about the establishment certificate at Civil Defence alone: what you need before filing, how the file moves, and where it stops.

Issuing authority

ADCD — Abu Dhabi Civil Defence Authority · TAMM

Abu Dhabi Civil Defence Authority is the sole issuing body. We prepare the file, submit it and work the inspector comments through to closure; the decision remains the Authority’s. The service runs through the Authority’s own channels, and the electronic copy of the certificate can be printed from TAMM after signing in with digital identity.

The steps, in order

  1. 01

Identify the right certificate before anything is filed

We start by establishing what you actually need, because Civil Defence runs a separate service for each case: the certificate for a commercial establishment, the certificate for a warehouse or workers’ accommodation, the building completion certificate on a project under construction, or approval of the annual maintenance contract for alarm and gas systems. We also fix the establishment’s risk class — A, B or C — because the class is what governs the shape of the inspection later.

  2. 02

Meet the three conditions of filing

The Authority requires an economic licence or a free-zone activity practice licence, a digital identity account linked to that licence, and a registered address that permits the activity to be practised at the selected location. These are published conditions of filing rather than attachments that can be completed later, so we check all three before the application is opened.

  3. 03

    Assemble the file and submit

We sign in with digital identity and submit the application with the attachments the Authority asks for in your specific case. Part of the list is fixed — the commercial licence, the lease contract or title deed — and part of it is conditional on the nature and activity of the establishment, so it may or may not be requested of you. We prepare the attachments in the format and naming the system accepts.

  4. 04

Site inspection and closing the comments

A notification arrives to schedule the inspection, then the inspector attends the site in person. For low-risk establishments (A) the review may be completed without a physical visit. We prepare the site beforehand, attend the visit with you, and where a re-inspection is called for we arrange and follow it, rather than leaving the file waiting on a step nobody explained.

  5. 05

    Issue, then renew on time

Once the inspection is passed the certificate is issued, and the electronic copy can be pulled and printed from TAMM. Renewal is not an automatic extension of the first certificate — it is a service in its own right, with its own file, its own requirements and its own inspection where one is called for. We track the validity date and open the renewal file before it lapses.

Documents required

  • The commercial licence from the licensing authority, or the activity practice licence for free-zone establishments
  • The lease contract or title deed for the location the activity is registered at
  • A digital identity account linked to the licence — a condition of filing rather than an attachment
  • A valid Hassantak certificate, wherever it is required for the establishment
  • The maintenance contract for the alarm and firefighting systems, and for gas systems where applicable
  • Preliminary and final Civil Defence drawings, where these are requested given the nature of the establishment
  • The building completion certificate, where requested

Requirements vary by project type and plot. Send us your file and we will confirm what yours needs.

Why applications get rejected

The digital identity is not linked to the licence
Linking the account to the licence is a published condition of filing, not a housekeeping step that can wait. It shows up when the application is raised from the account of a partner or an accountant who is not registered against that licence. We verify the link and the applicant’s standing before the file is opened.
The address does not permit the activity
The Authority requires the address to meet preventive safety requirements such that the activity may be practised at the selected location. One shape this takes is a unit that was an office and now houses a workshop or a store. We test the activity against the location early, and where the two do not line up we deal with it before filing.
An expired document inside an otherwise sound file
The alarm and firefighting systems maintenance contract and the Hassantak certificate carry validity dates of their own, independent of the licence, so one can lapse while the licence is still current. We check validity document by document before upload and flag anything close to expiry for you to renew with its provider before the file goes in.
Filing on the wrong route
Warehouses and workers’ accommodation have their own certificate, a building under construction has a completion certificate available only to the consulting office, the contractor or the project owner, and a commercial establishment has its own. Each is a separate service at the Authority, with its own application, its own requirements and its own rule on who may file it. We settle the route in the first call, before anything enters the system.
Inspection comments left open
A site visit can raise comments on installation, on maintenance or on escape routes, and closing them may call for a re-inspection. We turn each comment into an executable item with an owner, follow it to closure and then arrange the re-inspection where one is needed, so the file does not stall on a party that does not know the turn is theirs.

Common questions

Is the Certificate of Conformity the same as the Certificate of Compliance with Preventive Safety Requirements?

In practice yes — both names are used for the same document. The official name at Abu Dhabi Civil Defence Authority and on TAMM is the Certificate of Compliance with Preventive Safety Requirements for Establishments; Certificate of Conformity is what owners call it. If some party is asking you for a document in respect of an existing commercial establishment, this is almost certainly the one meant.

My project is still under construction — should I request the Certificate of Conformity now?

No. The establishment certificate is issued to a running establishment that holds an economic licence and a registered address where the activity is practised. A building under construction has a different service at the Authority — the building completion certificate, available only to the consulting office, the contractor or the project owner — and the building may not be operated until it has been issued. The establishment certificate comes afterwards, when commercial activity begins in the building.

I am looking for a conformity certificate to practise a profession or a craft — is this it?

No. That is the Certificate of Conformity for Individual Services, issued by the Abu Dhabi Quality and Conformity Council. It attests that the holder meets the professional standards approved by the Emirate’s regulators for practising a profession or a craft — electrical trades, protection services, drinking-water tank cleaning and the like. Its route and its issuing body are entirely different from what this page covers, and it is not a service we provide.

Do you issue the certificate yourselves?

No. Only government bodies issue approvals and certificates. Our role is to identify the correct route, prepare the file and the drawings, submit through the official channels, attend the inspection and work the comments to closure. The decision in every case rests with Abu Dhabi Civil Defence Authority, and no private party can undertake an outcome on its behalf.

Exactly which documents will my case need?

The list is not the same for every establishment. The Authority marks several attachments as conditional — requested according to the nature of the establishment, its activity and its risk class — and the list also differs between the establishment certificate, the warehouse and workers’ accommodation certificate, and the building completion certificate. What is set out above is drawn from what the Authority publishes; it is not a closed list. Send us the licence, the activity type and the location and we will come back with a list built on your case.
