Engineer registration in Abu Dhabi is not the individual engineer’s problem alone. Abu Dhabi City Municipality states that engineer registration is mandatory for every engineer working in the construction sector in Abu Dhabi, and that the registration card is what entitles its holder to deal with the relevant government entities. Contracting companies and engineering consultancy offices must attach electronic copies of their engineers’ registration cards to all construction-sector transactions, and the designer engineer’s card appears on the drawings for their discipline, so responsibility for them is documented. Because a firm’s classification is assigned on its registered engineers, a defect in one engineer’s registration surfaces later in the office’s own file. It is repeat work, not a one-off: cards are renewed and the registered engineering team is rearranged every time an engineer joins or leaves. The competent authority is the Department of Municipalities and Transport, which owns both engineer registration and the classification of engineering firms. Abu Dhabi City Municipality is one of the Department’s municipalities, and the application is reviewed by the municipality concerned — for the files we handle, Abu Dhabi City Municipality. Signing in with UAE PASS digital identity precedes every step, and the card is issued electronically inside the engineer’s professional record in the system. We are a private party, not a government body and not its representative: APPROVAL is a service of Royal Luxury Construction LLC. We prepare the file and work the shortfalls through to issue, and the decision rests with the municipality concerned. We work in Abu Dhabi city.

The steps, in order

    Settle the registration category before the file is opened

    Administrative Resolution No. 158 of 2018 on the Engineers Registration System places an engineer in one of three categories: trainee; practising engineer, for those holding continuous documented experience after the qualification, attested by an official body in the UAE; and specialist engineer — a practising engineer who has spent a further period in practice and passed the professional qualification examination in their discipline. The category is not a title — a firm cannot be classified on a trainee engineer. So we fix the target category before the application is opened.

    The degree and its equivalency

    The bachelor’s degree is entered before any other qualification, and the attachments differ by awarding body: the certificate alone for graduates of UAE government universities, plus Ministry of Education attestation for private universities inside the UAE, and the Ministry’s equivalency for degrees earned abroad. Where the equivalency has not yet been issued, the application is routed to a temporary registration card.

    Matching the engineering profession to the trade licence

    Under continuity of employment the trade licence number is entered, the system pulls the firm’s engineering activities from the Department of Economic Development, and it then offers engineering professions by matching the engineering commercial activity against the engineer’s discipline. The role is set here too: engineer within the firm’s technical staff, partner and owner, or technical manager of the office. We check the licence activities first, because what is not on the licence never appears in the list.

    Experience, attachments and submission

    The employment contract and work permit registered with the Ministry of Human Resources and Emiratisation go in, then prior experience with its documents and attestations, and a to-whom-it-may-concern certificate is uploaded on the template downloaded from inside the application, alongside a good conduct certificate. Attachments vary with the choices made inside the application. The applicant then acknowledges the engineering code of professional conduct and previews the card before submitting.

    Renewal, change of employer, suspension

    Renewal is a service in its own right with three routes: renewal without changing current work experience, renewal with a change of employer by entering the last working day, and renewal of a suspended registration. An engineer leaving the country for an indefinite period files to suspend the card, then reactivates the registration later through the renewal service. We track validity dates across the office’s engineers and open the file before they lapse.

    Tying registration to the firm’s classification

    Classification of engineering firms is a separate service on TAMM, under which the engineering activity practice licence is issued — one licence per active economic licence. Consultancy offices and contracting companies are classified in grades that differ between a local firm and the branch of a foreign one. An activity is assigned to an engineer who meets the requirements of the grade sought, and the system lists the non-matching engineers with the reasons they do not match.

Documents required

  • A valid Emirates ID, or evidence that renewal has been applied for if it has expired
  • A good conduct certificate — the criminal status check
  • The engineering bachelor’s degree, with attestation or equivalency depending on the awarding body
  • A to-whom-it-may-concern certificate from the employer, on the approved template inside the application
  • The firm’s trade licence number, to pull its engineering activities from the Department of Economic Development
  • Prior experience certificates and their attestation, by source: inside the UAE, abroad, or a free zone
  • A power of attorney from the office owners and a notarised signature authorisation, when registering the office manager

Why applications get rejected

An engineering activity missing from the trade licence
The system offers engineering professions by matching the engineering commercial activity against the engineer’s discipline, so where the activity is not on the licence no list appears at all. The firm resolves it by adding the activities — on an instant licence, through the service for adding or amending engineering activities on Smart Hub for companies.
A work permit type the system does not accept
The system reads the work permit registered with the Ministry of Human Resources and Emiratisation. The new electronic permit and the temporary electronic permit are accepted; the part-time permit, for someone attending less than the legal full-time period, is not.
Overlapping experience, or experience predating graduation
Experience earned before the date of the engineering bachelor’s degree entered in the system is not counted, and experience with overlapping dates is refused. The continuity-of-employment period since the last amendment is reserved by the system itself. We lay the experience out in an unbroken, non-overlapping sequence before anything is entered.
Experience without attestation the system accepts
Each source has its own attestation route: a certificate from the Ministry of Human Resources and Emiratisation for experience inside the UAE; attestation by a government authority in the issuing country, then the UAE embassy there, then the Ministry of Foreign Affairs for experience abroad; and Chamber of Commerce and Industry attestation followed by Foreign Affairs for free-zone experience.
Classification assigned on an engineer about to leave
A practising engineer carries classification according to the approved years of experience the grade requires. Where an engineer on the main engineering cadre — the core registered staff a grade rests on — changes employer within the set period after classification, the firm is notified that it has entered rectification of status and must pick a replacement meeting its grade requirements within the grace period. We review the engineering staff before filing, not after.

Common questions

What is the difference between temporary and permanent registration?

Temporary registration is the route for an engineer whose degree equivalency has not yet been issued; it accepts the equivalency application status certificate instead. The employer must be a contracting company or an engineering consultancy office, and prior experience cannot be entered until it converts to permanent. It can be extended once only, through the service for updating a temporary registration.

An engineer has left the office — what has to happen in both systems?

The engineer files to amend the registration card and change employer, selecting that they are not working in the Emirate of Abu Dhabi if no new employer has been joined, once the set period has passed since the last amendment. If the engineer sat on the main engineering cadre, the firm must name a replacement.

Do we need registration and firm classification together?

Yes — they interlock: the activities on the engineering activity practice licence are assigned to registered engineers who meet the grade requirements. If renewal is not filed once the classification has expired, the classification is suspended and the firm may not apply for a permit or carry out new works in the building permits system.

Our engineer is outside the UAE — can they still apply?

Yes. As long as the digital identity account is active, an engineer can complete a registration transaction from outside the UAE. The employment contract and work permit registered with the Ministry of Human Resources and Emiratisation remain part of the file either way.
