Villa Maintenance Permit in Abu Dhabi
Share your project details on WhatsApp so we can identify what your service needs.
Every villa maintenance job in Abu Dhabi turns on a single question, and it decides the whole route: is this work a maintenance permit, or is it a modification that sits outside maintenance altogether? The answer is published, not a judgement call. In its Building Permit Services Procedures Manual, the Department of Municipalities and Transport defines the maintenance licence application as a request to carry out maintenance, improvement or decoration works on a building, on condition that the requested works involve no modification or change to internal spaces, no openings cut into existing buildings, and no structural works affecting the structural safety of the building. Those three limits are the boundary, and work that falls outside them falls outside the service’s own definition. TAMM carries a narrower DMT service, Issuing a Residential Villa Maintenance Permit for Painting and Ceramic Works, whose terms confine the works to a named list. APPROVAL is a service of Royal Luxury Construction LLC. We read your scope against both texts before a file is opened, and we run the route inside Abu Dhabi city through to closing the licence.
Issuing authority
DMT — Department of Municipalities and Transport (Abu Dhabi Municipality) · TAMM for the residential villa maintenance permit; the Department’s own building-permit system for the maintenance licence a contractor files
The competent authority is the Department of Municipalities and Transport. DMT issues the maintenance licence and publishes the Building Permit Services Procedures Manual that defines the service and sets out its sub-services: building maintenance, maintenance or fit-out of a commercial premises not preparing food, and maintenance or fit-out of a commercial premises preparing food. Abu Dhabi Municipality is the name in common use for it. Abu Dhabi City Municipality is one of the Department’s municipalities, and the procedural authority sits with the Department itself. Our coverage here is Abu Dhabi city only. The applicant differs by route: TAMM’s service terms state the permit is granted on the owner’s request and that the owner bears all resulting consequences and obligations, with DMT bearing no liability towards third parties. The Department’s manual, by contrast, names the contractor as the applicant for the maintenance licence, and states the service may be requested at any time without registering a project.
The steps, in order
- 01
The scope against the service definition
Before a single document, the scope is measured against the two published texts. TAMM’s service terms confine the residential villa maintenance permit to maintaining and replacing floor ceramics, interior paint, maintenance of electrical and sanitary works, maintenance of bathrooms and kitchens, and exterior paint in white or beige. Anything falling outside those three limits is handled as a different kind of DMT application.
- 02
Fix the capacity and the assignment
The manual names the contractor as the applicant, and the attachments annex in its 2020 edition lists the owner’s assignment of the specialised maintenance contractor in four variants, by the capacity of the party assigning: owner, agent, investor or tenant. The 2023 edition publishes that annex as a separate file rather than rendering it inside the manual. This is where you settle who signs and attach the power of attorney if an agent is signing. Whatever is unclear at this stage stays unclear in the filed application.
- 03
File it and let review run
The contractor selects the maintenance licence application and attaches the requirements; the system then distributes the file to the entities whose approval is needed. The reviewing entity has three options the manual spells out: approve, reject, or return the application for amendment. Once every required approval is in, fees are paid and the maintenance licence is issued. The residential villa route on TAMM is shorter: sign in with the digital identity, submit the application, pay the fees, receive the permit.
- 04
The work start notice
On the contractor’s maintenance licence route, issuing the licence is not the end of it. The manual states that the work start notice is submitted by the contractor and that, for maintenance and demolition licences, it passes straight from the contractor to the municipality, which may accept or reject it; where it is rejected, the reason field is mandatory. Once accepted, the licence status changes to issued and started, or issued with conditions and started, and the manual states in terms that no inspection, completion certificate or works-end request can be filed without an approved notice in place. TAMM’s residential villa maintenance permit page publishes no step of this kind.
- 05
Inspection and closing the file
The contractor’s maintenance licence route ends with the works-completion and site-clearance inspection request for demolition or maintenance works, one of the inspection services the manual publishes. Alongside it sits the request to set a maintenance licence status to expired, which the system sends automatically to tell the municipality where the licence stands. The villa route on TAMM ends at receiving the permit.

Why applications get rejected
- A scope that goes beyond the service definition, which expressly excludes modification of internal spaces, openings cut into existing buildings, and anything affecting structural safety.
- Split the line items before filing, and move whatever falls outside the definition onto its own DMT route.
- An elevation colour the service terms do not allow: they confine exterior paint to white or beige.
- Settle the elevation colour with the owner before filing, and treat any colour outside those two as an item this service’s terms do not cover.
- An application filed by someone without standing: the permit is granted on the owner’s request, and the attachments annex requires an assignment from the owner to the specialised maintenance contractor.
- Match the assignment to the real capacity — owner, agent, investor or tenant — and attach the agent’s power of attorney wherever an agent is involved.
- Starting on site without an accepted work start notice, which by the terms of the manual closes off inspection, the completion certificate and the works-end request.
- File the maintenance work start notice and confirm it has been accepted before any inspection is requested.
- Attachments that are incomplete or out of date, with the reviewing entity free to approve, reject or return the application for amendment.
- Check the trade licences, the lease and the site plan are current at the moment of filing, and read the recorded rejection reason before refiling.
Common questions
What is the difference between a maintenance permit and a building permit?
The difference is in the definition itself. At DMT, the maintenance licence covers maintenance, improvement or decoration works on a building without touching internal spaces, cutting openings or affecting structural safety. Work outside that description needs a different DMT route.
Does a villa maintenance permit cover cutting a new doorway or moving an internal wall?
No. TAMM’s terms for the villa permit confine the works to ceramics, paint, and maintenance of electrical, sanitary, bathroom and kitchen works, with no line item for cutting openings or moving walls, and the manual’s definition excludes both expressly.
What about a small extension, a shade structure or an external fence?
That is not maintenance, and it has its own announced route. DMT has announced simplified procedures letting contractors obtain permits directly for minor construction works on homes, villas and rest houses, covering extension works not exceeding 25 square metres, non-structural modifications, building pools and shade structures, and creating or modifying external fences.
Do I need a separate permit if the work occupies the pavement outside the villa?
Yes, and it is a separate permit from a different provider, taken out by the contractor doing the work. TAMM publishes a service for issuing a permit for companies to occupy pavements for maintenance works, which calls for an official letter, and its provider is Q Mobility rather than DMT.
Is the document list above final?
No. The list above is taken from the attachments annex in DMT’s manual, and it differs by sub-service. TAMM’s page for the residential villa maintenance permit lists no required documents at all. So we fix the list after reading the scope and the capacity.
